Clinton, in Moscow on an official trip, urged Russia not to start up the plant until Tehran proves that it's not developing atomic weapons.

Security Council penalties. He said it was unwise to push Iran against a wall and that he supported Tehran's pursuit of nuclear energy for peaceful purposes.
Feb 21st, 2010 · With Secretary of State Hillary Clinton describing Iran as a military dictatorship and the Obama administration trying to persuade its partners to impose tighter sanctions on Tehran, many experts say the U.S. seems to be giving up on the idea of engagement. But, if that's the case, John Limbert says he wouldn't be at the State Department. The former Iran hostage was brought out of retirement to become the deputy assistant secretary of state for Iran and trying to find ways to engage his former captors is still part of his job. Limbert acknowledges it hasn't been easy, but he says the Obama administration is not giving up.
