The letter from Framingham State College read: "With the recent economic downturn and loan crisis, it has become even more important for Framingham State College to receive your support. The auction of greenhouse gas allowances is part of a plan to start reducing carbon emissions. Four other states—New York, New Hampshire, New Jersey and Delaware, will participate in later auctions.
