Oct 3rd, 2008 · A consortium of Northeast states has completed the first cap-and-trade greenhouse gas auction in the U.S. Under cap-and-trade, limits are set on emissions. Companies that do not use up their quota of emissions are able to sell their excess emission capacity to other companies.
Sep 24th, 2008 · Western states have created their own climate initiative and this week they unveiled a blueprint of how it will work. It's a cap-and-trade system that will cover carbon dioxide emissions as well as five other greenhouse gases.

The auction of greenhouse gas allowances is part of a plan to start reducing carbon emissions. Four other states—New York, New Hampshire, New Jersey and Delaware, will participate in later auctions.
